(Minghui.org) Editor's note: Ever since the persecution of Falun Gong was launched in July 1999, Falun Gong practitioners have been collecting persecution cases and updating a “perpetrator list,” for they believe that justice will be served based on the principles of karmic retribution, a traditional viewpoint of the laws of the universe. The scope of “what goes around comes around” exceeds the scope that the Chinese Communist Party (CCP) is able to control. In order to alert perpetrators and help them avoid similar consequences and choose to change their lives for the better, practitioners have collected local retribution cases, such as the one listed in this article.

Cao Jinhui, 66, former deputy head of Domestic Security Division of Zhucheng City, Shandong Province, was hospitalized due to a stroke at the end of October, 2014. He died on November 11.

Cao Jinhui was an alcoholic. When he drank, he often beat Falun Gong practitioners until they became unconscious. Then he revived them by pouring cold water over them and continued beating them. He has beaten several hundred practitioners.

He often yelled threats like, “I’m not beating you hard enough. The central government ordered us to do this. Beat you to death, so what! Your death will be counted as suicide. After you die, your body will be immediately cremated. Nobody cares about you.”

Practitioner Ms. Li Xianglan was beaten to death by Cao Jinhui and other police officer—24 hours after she was arrested.

Ms. Ma Yanfang, a former ceramics factory worker, was beaten repeatedly by Cao Jinhui while she was detained. On one occasion, Cao slapped her face so hard with a big broom the handle broke.

Together with other officers, Cao Jinhui beat Mr. Wang Jihua with a wooden club, shocked him with an electric baton, and whipped him with a leather belt. They stomped on Mr. Wang with their boots, crushing his head, hands and feet against the floor. His clothes were bloodstained. He passed out from the severe pain.

Adding insult to injury, they doused Mr. Wang with icy cold water to revive him so they could continue the torture.

On December 15, 2007, the evil Cao's 55-year-old wife Li Yuhua suddenly passed out at home. She was rushed to the Zhucheng People's Hospital and diagnosed with a stroke. Although they hired experts from Beijing, there was no hope. She died less than two months later, February 3, 2008.

This left Cao Jinhui all alone. He constantly drank. His friends and relatives all knew about the despicable things Cao had done to prisoners in his charge, but he refused to change even after they tried to persuade him. They stopped talking to him. Cao died of a sudden stroke himself in November 2014.
