(Minghui.org) A new policy came into effect in May 2015, stating that the Supreme People's Court and Procuratorate will guarantee the registration and processing of all criminal and civil complaints. Nevertheless, when Ms. Liu Huarong filed a criminal compliant she was arrested and sentenced to a three-and-a-half year prison term.

A total of 130 Shenyang residents have been arrested between July 2015 and April 2016 for filing criminal complaints against Jiang Zemin

Ms. Liu Huarong, 64, from the Heping District of Shenyang City, filed a criminal complaint against the former leader of the Chinese Communist Party Jiang Zemin, for initiating the persecution of Falun Gong in July 1999.

Officers from the Heping District 610 office, the Political and Legal Affairs Committee, and the Yuanlu Police Station then went to arrest Ms. Liu.

When the officers could not find Ms. Liu they called her son and demanded that she go to the police station to discuss the routine procedures for Falun Gong practitioners before the Chinese New Year.

Ms. Liu was arrested after arriving at the police station on November 3, 2015. When she asked why she had been arrested the police said that it was because she had filed a criminal complaint against Jiang.

She was taken to the Shenyang City Detention Center, and was sentenced to a three-and-a-half year prison term by the Heping District Court on August 3, 2017.

Previous Persecution

Ms. Liu was held in the Longshan Forced Labor Camp, and then in the Shenyang Brainwashing Center, located in the Zhangshi Forced Labor Camp, in 2000.

In 2003, Ms. Liu was taken to the Masanjia Forced Labor Camp for three years. She was handcuffed and locked in a storage room for several days, without any light or ventilation. Male prison guards dragged her out of her cell into a corridor and viciously beat her.

Ms. Liu was taken to the Pingluoshanzhuang Brainwashing Center in Fushun City on December 10, 2006.

She was arrested and sentenced to three years by the Shenhe District Court in September 2009, and was incarcerated in the Liaoning Woman's Prison until September 16, 2012.
Background

Jiang Zemin single-handedly started the persecution of Falun Gong in 1999. Despite the disagreement of other Politburo standing committee members, he took advantage of his position as head of the Chinese Communist Party and imposed his personal will to launch the persecution.

The brutal suppression has resulted in the deaths of thousands of Falun Gong practitioners over the past 18 years. Many more have been tortured and it is believed that tens of thousands have been killed for their organs.

Jiang Zemin and his followers are directly responsible for the inception and continuation of the persecution. Under his personal direction, the Chinese Communist Party established a Party-based security agency, the 610 Office, on June 10, 1999. This is an extralegal organization that overrides the law to execute Jiang's directives regarding Falun Gong: ruin their reputations, cut off their financial resources, and eliminate them physically.

Chinese law allows for citizens to be plaintiffs in criminal cases, and many practitioners are now exercising their legal right to file criminal complaints against Jiang.

In its “registration system reform opinions,” the Supreme People's Court in China claims that it will guarantee the registration and processing of all complaints. This new policy was brought in to effect as of May 1, 2015.
